The SCOPE (Selling City Owned Properties Efficiently) Project is designed to create a simplified and cost effective process for putting vacant and underutilized City owned properties on the open market and into the hands of responsible buyers. SCOPE Project Contract of Sale Forms

Contract Offers must be submitted to the Listing Agents on the approved SCOPE forms listed below - no other forms will be accepted. Please use this Check List in preparing the applicable forms and submit it along with contract offers.

All Contract Offers Must be Accompanied by a completed, signed Financial Information Sheet, a Buyer's Disclosure and Certification Form, and a Rehabilitation Addendum, which requires the buyer to complete the rehabilitation of the property within 18 months of the date of settlement.

For properties that stipulate Home Ownership Required, such as in the Reservoir Hill neighborhood, the Home Ownership Addendum form must be signed and submitted with the Contract of Sale, instead of the Rehabilitation Addendum. The Home Ownership Addendum requires the buyer(s) to complete the rehabilitation of the property within 18 months of the date of settlement, and either reside in the property or agree to market and sell the rehabbed property to an owner occupant. There are no exceptions to these provisions - the City will only accept contracts with the proper addendum attached.
